Lead paint inspection and risk assessment

For a 1960s or 1970s house, the first question is whether there is lead paint to plan around at all. An inspection tests painted surfaces and reports which ones contain lead-based paint; a risk assessment looks for current hazards, such as deteriorating paint or lead in dust and soil, and sets out ways to manage them. DSHS-certified professionals do both, and a negative result on the parts a remodel will touch takes those parts out of the federal renovation rule.

Lead-safe remodeling

Gutting a pre-1978 kitchen or bathroom, replacing windows or prepping walls for paint all count as renovation under EPA’s RRP rule when someone is paid to do them. That brings an EPA-certified firm and renovator, plastic containment around the work, limits on open flames and unshrouded power sanding, and a cleaning check before the room is handed back. Window replacement and demolition of painted surfaces are covered whatever their size.

Lead dust cleanup and clearance testing

Sanding or scraping old paint without precautions leaves fine dust on floors, sills and window troughs. Cleanup uses HEPA vacuums and wet wiping, room by room, and the result can be checked two ways: a renovator’s cleaning verification against an EPA reference card, or dust-wipe clearance sampling by a certified inspector or risk assessor, with laboratory results.

Exterior lead paint removal

Fascia boards, soffits, wood trim and porch railings take the full Central Texas sun, and paint flaking off them drops onto the soil below. Exterior renovation starts with plastic ground cover reaching at least 10 feet past the work area, farther if needed to catch falling debris, then hand scraping, shrouded tools or replacement of the worst pieces, and ends with a check of the ground and sills before the sheeting comes up.

Lead paint encapsulation and enclosure

Intact lead paint can sometimes stay where it is. Encapsulation bonds a purpose-made coating over sound paint; enclosure covers the surface with rigid material such as new drywall or paneling. Both leave the lead in place, so they suit surfaces in good condition that nobody plans to cut later, and the house records should note where they were used.

Pin down the construction date

Closing papers, appraisal records and original plans can show the year a house was finished, and that year decides whether the federal renovation and disclosure rules apply at all. An addition built later does not change the original house’s date.

Evaluate the surfaces you will disturb

Without test results, EPA’s rule applies to a pre-1978 home as though its paint contained lead, and DSHS says such housing must be assumed to contain it unless tested. A limited inspection of the trim, walls or windows in the project area answers the question for exactly those parts.

Match the work to the right program

Work done to get rid of lead hazards is abatement: a DSHS-certified firm carries it out and notifies DSHS at least seven working days before starting. Work done for another reason, such as a remodel, falls under EPA’s RRP rule. Purpose decides, not the tools.

Verify the cleanup

Renovation ends with cleaning verification, in which a certified renovator wipes sills and floors and compares each cloth with an EPA card. Abatement ends with clearance, when a certified inspector or risk assessor takes dust samples for a lab. Clearance sampling can also be written into a remodel contract.

How Cedar Park grew and what it means for lead paint

The town began as Running Brushy, a settlement by a spring on George and Harriet Cluck’s ranch, and took the name Cedar Park in 1887, five years after the Austin and Northwestern Railroad came through. For decades it shipped building limestone and cedar fence posts rather than building houses; the Handbook of Texas counts limestone as a major product from the 1890s until about 1970.

Residents voted to incorporate on February 24, 1973, as Austin’s growth reached the ranch land to its north. Today the ACS counts 987 homes from the 1970s and 485 from the 1960s, against about 27,700 built since 1980, out of 29,364 in all. Its 1970s figure includes 1978 and 1979, years outside the federal rules, so the pre-1978 stock is smaller still. We have found no public source that maps where those older houses are, which is why each property’s build date is checked rather than guessed from the street.

What affects a lead paint quote

The program sets the shape of the price. A remodel carried out to RRP standards and a DSHS-licensed abatement are built differently: abatement brings licensed abatement crews, a state notification filed in advance, occupants relocated for the duration, and a closing clearance exam.

Beyond that, price follows the number and type of surfaces, whether each is stripped, replaced or covered, access to second-story fascia and eaves, how much of the house needs containment, and whether lab testing is wanted before or after the work.

Is it bad to breathe lead paint dust?

Travis County’s lead-poisoning prevention page names lead-based paint in pre-1978 homes as the most common source of exposure and says blood lead tests are usually recommended for children at 12 and 24 months. It depends on the work. The DSHS Environmental Lead Program certifies lead inspectors, risk assessors and abatement firms and workers, and lists them through its Find a Licensee tool; the program’s phone line is 512-834-6787. Renovation in pre-1978 housing is administered by the EPA in Texas, so remodelers, painters and window installers need an EPA-certified firm and a certified renovator on the job.
